The contracting authority according to the Law of the Republic of Lithuania on Public Procurement must verify whether a supplier is competent, reliable and capable of executing the contract. Therefore, the contracting authority may define the minimum requirements for the qualification of candidates or suppliers in the contract documents (right to engage in a certain activity, financial, economic, technical and production capability) and request that candidates or suppliers provide the information and documents proving their qualification as specified in the contract documents.

The contracting authority may define particular social or environmental requirements foreseeing the criteria that limit suppliers and define the technical and professional qualification of candidates or suppliers.
